In some places, they have been without running water or electricity for five days.<\/strong> In a situation of chaos, with the streets in darkness, citizens of the affected areas have suffered looting, robbery and assaults on their homes. All this while many bodies remain uncollected<\/strong> in garages and parkings that are still flooded.
