{"id":62072,"date":"2025-11-25T10:43:15","date_gmt":"2025-11-25T09:43:15","guid":{"rendered":"https:\/\/www.outono.net\/elentir\/?p=62072"},"modified":"2025-11-27T17:54:26","modified_gmt":"2025-11-27T16:54:26","slug":"strait-tunnel-why-connect-cadiz-with-morocco-when-it-could-be-linked-with-ceuta","status":"publish","type":"post","link":"https:\/\/www.outono.net\/elentir\/2025\/11\/25\/strait-tunnel-why-connect-cadiz-with-morocco-when-it-could-be-linked-with-ceuta\/","title":{"rendered":"Strait Tunnel: Why connect Cadiz with Morocco when it could be linked with Ceuta?"},"content":{"rendered":"<p>A few days ago, the launch of an ambitious project that has been talked about for decades in Spain was announced.<!--more--><\/p>\n<p><rel><a href=\"https:\/\/www.outono.net\/elentir\/2023\/02\/03\/pedro-sanchez-morocco-and-islamism-a-relationship-that-endangers-spain-and-the-eu\/\">Pedro S\u00e1nchez, Morocco and Islamism: a relationship that endangers Spain and the EU<\/a><\/rel><br \/>\n<rel><a href=\"https:\/\/www.outono.net\/elentir\/2023\/04\/30\/pedro-sanchez-knew-that-spain-was-buying-russian-oil-from-morocco-and-was-silent\/\">Pedro S\u00e1nchez knew that Spain was buying Russian oil from Morocco and was silent<\/a><\/rel><\/p>\n<p>Last Saturday, <a href=\"https:\/\/elfarodeceuta.es\/tunel-espana-marruecos-entra-fase-diseno\/\" rel=\"noopener\" target=\"_blank\">El Faro de Ceuta<\/a> reported that the Spain-Morocco tunnel has entered the design phase, with fieldwork planned for 2030. <strong>Construction of the tunnel is expected to take place between 2035 and 2040<\/strong>, at a cost of 8.5 billion euros for Spain. Essentially, <strong>the idea behind this tunnel is to connect the province of C\u00e1diz with the northern coast of Morocco<\/strong>, in order to facilitate rail and road traffic between the two countries.<\/p>\n<p>In 2022, <a href=\"https:\/\/www.lasexta.com\/noticias\/nacional\/gobierno-recupera-proyecto-unir-espana-marruecos-traves-tunel_20221013634859758e887d00011b6982.html\" rel=\"noopener\" target=\"_blank\">the pro-government media outlet La Sexta reported that the plan would be to connect Tarifa with Tangier<\/a>, <strong>covering a distance of 42 kilometers<\/strong>. According to a news report published by Vozp\u00f3puli a few days ago, <a href=\"https:\/\/www.vozpopuli.com\/espana\/el-gobierno-encarga-a-ineco-el-diseno-de-un-primer-tunel-con-marruecos-tras-concluir-que-es-viable.html\" rel=\"noopener\" target=\"_blank\">the current project aims to connect Punta Paloma (Tarifa, Spain) with Punta Malabata (Tangier, Morocco).<\/a> The distance between the two coasts is 27 kilometers. This proposal seems somewhat strange, at least from a Spanish perspective, since <strong>connecting the coast of C\u00e1diz with Ceuta would require a tunnel of only 17 kilometers<\/strong>.<\/p>\n<p>Obviously, <strong>if Spain has any special interest in North Africa, it is to improve its communications with its strongholds on the southern coast of the Strait of Gibraltar<\/strong>, especially with the autonomous cities of Ceuta and Melilla. Improving these communications is not only of great importance from a transport and economic standpoint: <strong>it is a fundamental step in the defense of these territories<\/strong>, which Morocco has coveted for many years.<\/p>\n<p><strong>Connecting Spain and Morocco with a tunnel could be very problematic in several aspects.<\/strong> It's important to remember that Spain is a member state of the European Union, so this tunnel would create a non-EU border, similar to those in Ceuta and Melilla. <strong>Would all vehicles and trains from Morocco simply be allowed to pass through?<\/strong> Obviously not. Spain cannot do that; it has an obligation to establish border controls, especially considering that <strong>Morocco is one of the main sources of illegal immigration to Spain.<\/strong><\/p>\n<p>Thus, <strong>this tunnel has obvious strategic importance for Morocco<\/strong>, as it would facilitate the movement of people and goods from the North African country into Europe and, furthermore, <strong>would effectively subordinate Ceuta and Melilla to Morocco<\/strong>, since they would depend on this communication route between the two countries to access the Iberian Peninsula. <strong>The paradox is that Spain is going to contribute an astronomical sum of money to promote a tunnel that primarily benefits Moroccan strategic interests<\/strong>, which have been clashing with Spain's interests, especially (but not exclusively) regarding illegal immigration.<\/p>\n<p>To this we must add another strange decision: <a href=\"https:\/\/www.eldebate.com\/espana\/20221024\/gobierno-suprime-inclusion-ceuta-espacio-schengen-plan-estrategico_67762.html\" rel=\"noopener\" target=\"_blank\">Three years ago, Pedro S\u00e1nchez's government removed Ceuta from the Schengen Area in its Strategic Plan<\/a>. It has not been included since. The exclusion of Ceuta and Melilla from the Schengen Area was intended to facilitate traffic between these two Spanish cities and Morocco. However, <a href=\"https:\/\/www.elconfidencial.com\/espana\/2025-07-08\/melilla-marruecos-cerrado-aduana-despues-reabrirla_4168565\/\" rel=\"noopener\" target=\"_blank\">Morocco has closed its customs borders with these Spanish cities<\/a>, <strong>in an attempt to economically strangle them.<\/strong><\/p>\n<p>Under these conditions, <strong>building a tunnel between Spain and Morocco is like handing Ceuta and Melilla to the North African country on a silver platter<\/strong>, and is also a reward to the regime of Mohammed VI for suffocating both Spanish cities. <strong>Once again, the S\u00e1nchez government seems to be thinking more about Morocco's interests than Spain's.<\/strong> The pertinent question is: why?<\/p>\n<p>---<\/p>\n<p><small>Photo: La Moncloa.
