Concessions by Vox

This agreement is a response to the pact reached between the PSOE and the far-left ten days ago, following which Santiago Abascal, president of Vox, announced that his party would act with "a broad vision, and we will do whatever is necessary to ensure that Spain remains free and does not depend on Sánchez or any of his cronies." Ignacio Garriga, vice president of Vox, has announced the following:

  • Vox will not field its own candidates in 6 provinces: the Balearic Islands, Cádiz, Castellón, Las Palmas, Santa Cruz de Tenerife, and Valencia.
  • Vox will field a single candidate in 14 provinces: Álava, Alicante, Asturias, Badajoz, Cáceres, Cuenca, Granada, Huelva, Huesca, Jaén, Navarre, Pontevedra, Seville, and Zaragoza.
  • In the remaining 23 provinces, Vox will participate as usual.

Vox has stated that it reached this agreement to prevent "Pedro Sánchez’s attempt to seize the institutions —in this case, the Senate—in league with extremists and radicals," adding: "The PP and Vox are very different political parties with very different platforms, but it is no secret that we agree on the need to oust Sánchez’s criminal organization from the institutions."

Concessions by the PP

Miguel Ángel Tellado, secretary-general of the PP, has confirmed this agreement, noting the following:

  • In the 6 provinces where Vox will not be fielding candidates, "the Partido Popular will include an independent candidate—proposed by Vox—on its electoral lists."
  • The PP will not run in 3 provinces: Girona, Gipuzkoa, and Tarragona.
  • Tellado wrote: "The agreement with Vox is not based on partisanship; it solely seeks what is best for our country and aims to halt the advance of the far-left in the Senate."

Pedro Sánchez and the rest of the left have already reacted with anger to this pact—a very good sign, as it suggests that the agreement has a strong chance of success.

How to vote for the PP and Vox for the Senate in light of this pact

In Spain, Senate elections use open lists, meaning it is possible to vote for individual senators from different parties, depending on the number of senators to be elected for each province or island territory. Senate ballots are sepia-colored. Here is how the Senate election system works:

  • Peninsular provinces: 4 senators are elected for each, but voters may select a maximum of 3 candidates (who may belong to different political lists).
  • Major islands (Gran Canaria, Mallorca, and Tenerife): 3 senators are elected for each, but voters may select a maximum of 2 candidates (who may belong to different political lists).
  • Autonomous cities (Ceuta and Melilla): 2 senators are elected for each, and voters may select a maximum of 2 candidates (who may belong to different political lists).
  • Minor islands (Ibiza-Formentera, Menorca, Fuerteventura, La Gomera, El Hierro, Lanzarote, and La Palma): 1 senator is elected for each; therefore, voters on these islands may select only 1 candidate on their ballot.

Taking into account what both parties have stated, and if they wish for the combined total of both parties to secure greater representation, voters of the PP and Vox have the following options, depending on their province:

  • Cádiz, Castellón, and Valencia: vote for the 3 PP candidates (Vox is not running for the Senate in these provinces).
  • Girona, Gipuzkoa, and Tarragona: vote for the 3 Vox candidates (the PP is not running for the Senate in these provinces).
  • Las Palmas, Mallorca, and Santa Cruz de Tenerife: vote for 2 senators from the PP list (Vox is not running for the Senate on these islands).
  • Ibiza-Formentera, Menorca, Fuerteventura, La Gomera, El Hierro, Lanzarote, and La Palma: vote for 1 senator from the PP (Vox is not running for the Senate on these islands).
  • Ceuta and Melilla: vote for 2 PP senators, 2 Vox senators, or 1 PP senator and 1 Vox senator, depending on each voter's preference (both the PP and Vox are running in these two autonomous cities).
  • Álava, Alicante, Asturias, Badajoz, Cáceres, Cuenca, Granada, Huelva, Huesca, Jaén, Navarra, Pontevedra, Sevilla, and Zaragoza: If you are a PP voter, you may vote for the 3 PP candidates for the Senate; if you are a Vox voter, you may vote for 1 Vox candidate (there will only be one) and 2 PP candidates.
  • Albacete, Almería, Ávila, Barcelona, Burgos, Cantabria, Ciudad Real, Córdoba, Guadalajara, La Coruña, La Rioja, León, Lérida, Lugo, Madrid, Málaga, Murcia, Orense, Palencia, Salamanca, Segovia, Soria, Teruel, Toledo, Valladolid, Vizcaya, and Zamora: In these 23 provinces, you may vote for 3 PP senators, 3 Vox senators, or a combination of both (without exceeding a total of 3 selected candidates), according to your preference, as both parties are running candidates in these constituencies.

How to vote for the PP and Vox for Congress

The agreement announced by both parties does not apply to the Congress of Deputies; therefore, each party will run its own separate lists for Congress in every province and the two autonomous cities. Consequently, when it comes to Congress, you should vote for the party that you believe represents you best.
