In the 1980s, the Austrian company Steyr-Daimler-Puch designed a 6x6 armoured vehicle, the Pandur I, for the Austrian Army.

This vehicle was based on the Spanish BMR under an agreement between the Austrian company Steyr and the Spanish company Santa Bárbara. The collaboration between the two companies also gave rise to the ASCOD Pizarro infantry fighting vehicle (known as the Ulan in Austria) in the 1990s. The Pandur I has also been manufactured under license in Slovenia under the name LKOV Valuk, being very similar to the Austrian model.

The Pandur I has been in service with the Austrian Army since 1996, having received a total of 78 units: 68 of the personnel carrier version, 4 of the ambulance version and 6 of the ISTAR reconnaissance and observation version. A few years ago, the Austrian Army acquired 325 Pandur I EVO, an improved version of the Pandur I, equipped with more armour. This acquisition includes vehicles of different variants.

Among its international operators, the United States Army Special Operations Command (USSOCOM) stands out, which acquired 50 units of the Pandur I EVO manufactured under license by AV Technology.
