The astonishing silence of the Ministry of Defense regarding an act of hybrid warfare against Spain

These two Spanish cities are the targets of a migrant invasion that has had its main stage in Ceuta. At 7:40 p.m. CET this Thursday, the newspaper El Mundo reported that police sources estimated that more than 20,000 illegal immigrants had stormed Ceuta, which has a population of 83,595. As a result of this influx, serious disturbances are occurring in the city, where businesses closed their doors on Thursday afternoon for fear of looting by this wave of illegal immigrants.

The assault on the Spanish border in Ceuta began in the early hours of Wednesday, July 29, to Thursday, July 30, with hundreds of undocumented migrants, mostly young men, swimming across to Spain. By day, the situation had spiraled out of control. By 1:00 PM on Thursday, thousands of Moroccans were already storming the border, with Moroccan authorities doing nothing to stop it. Yesterday at midday, all the political groups in Ceuta asked the government to deploy the Army to deal with a situation that was getting worse. After contradictory messages, the government did not deploy the Army until late in the evening, after 8:00 p.m.

Surprisingly, this military deployment has been carried out without any declaration of a state of alarm, exception, or siege, which are the exceptional situations that the Spanish Constitution provides for in Article 116 for times of danger to the population such as this. The government has not even wanted to declare a national emergency, which would allow all resources to be unified under a single command to address this situation.

What is most astonishing is the absolute silence from the Ministry of Defense and the official channels of the Armed Forces. None of them have addressed the serious situation unfolding in Ceuta and Melilla. None of these communication channels have reported the deployment of the Army. Neither has the government, through its websites and social media, nor even the Prime Minister's office. The media has no information on the number of military personnel deployed. In the following video from FaroTV Ceuta, we can see vehicles from the 2nd Legion Tercio "Duque de Alba," which is based in that city.

At this time, this same official silence can be observed in the official channels of the Civil Guard and the National Police, whose Twitter accounts have been talking about everything but the serious events in Ceuta and Melilla throughout Thursday. What we can see right now regarding the military deployment comes mainly from local media outlets such as El Faro de Ceuta. Right now, judging by the images, the soldiers have been deployed with riot gear and with a purely deterrent purpose. In some videos, they can be seen taking no action, which would indicate a lack of clear orders on how to act in a situation like this.

The government often tells us to trust official sources in the most critical moments and to disregard alternative sources. Ceuta and Melilla are experiencing critical moments, and official sources remain silent. One of the few official accounts we saw yesterday was a shameful statement from the Ministry of the Interior praising Morocco and thanking "the Moroccan authorities for the efforts made in recent days by their security forces." It sounds like a bad joke: the Spanish government thanking Morocco, whose government is clearly behind this act of hybrid warfare. It's utterly absurd.

The description you just read of this border assault is no exaggeration. When Belarus launched waves of illegal immigrants across the borders of Lithuania and Poland in 2021, months before Russia began its invasion of Ukraine and in a clear attempt to destabilize two NATO and European Union member states, the EU described these border assaults as "hybrid warfare." It is consistent to now characterize the migrant invasions against Ceuta and Melilla orchestrated by Morocco in the same way. It is unacceptable that clearly hostile acts like these are disguised as something else simply because the Moroccan authorities are trying to hide their true intentions.
